There being no responsible Government with which to negotiate, foreign nations have had to take their own steps to secure and further their intle nests. This individual action has led to suspicion and jealousy, and has been responsible for much of tho present trouble. Tho Soviet Government has not scrupled to increase its influence and power hv fanning everywhere the flame of prejudice against Britain. Tts hired agitators work unremittingly to misrepresent the British attitude, and to denounce the so-called “unequal treaties” as the work of British oppression, although those treaties have been imposed in self-protection by all the Western nations represented in China. —Sydney Herald.
