DISASTROUS FLOODS. NEW YORK. Sept. 16
Drenching rains, bringing floods in many sections ol tlu* Middle Most, have caused over twelve million dollars damage, and have resulted in tho deaths of at least twenty persons. Tho States of Kansas and Illinois have suffered the most seriously, the damage in each being estimated at five million dollars. Five fatalities occurred in each State, and the trains over the whole area, are delayed by seven or eight hours. Many washouts have occurred and there is considerable property damage. Damage also is reported h orn 111 1- , States of Missouri and Nebraska. The towns of Indiana, of 'Winconsin mid each of these states have also suffered fatalities. Flood conditions are still menacing 7(irts of Illinois Stale, where the rivers are running bank high or overflowing.
EVOLUTION AND AVAR. NE\Y YORK, Sept. 16
At Cambridge. Massachusetts, at the world Philosophical Congress, a distinguished French philosopher, M. Celestin Bougie, in tho course of an address, made an eloquent plea for greater unity between Philosophy and Democracy to reinforce rationalism, and to he a mainstay, for peace and fruitful internationalism.
M. Bougie, upon quitting the platform. was succeeded by Doctor Erich Becker, tile noted German philosopher, who, with great emotion, attacked the underlyng theory of Prussian militarism. That theory, he said, was that Prussian militarism was justifiable, and even beneficial, under the revolutionary law of the survival of the fittest. Dr Becker, who is known for his special studies into the relation of evolution to ethics, declared:—‘‘The interpretation of the Darwinian theory as a justification for war is an utter, tragic misconception.” He added:— “If we wish to apply the idea ol evolution to international relations, it may perhaps raise a hope that here, likewise, we may find increasing development and always richer, finer, and more differentiated life.”
