OWNERS’ ATTITUDE. PUTS CABINET IN A HOLE. [Australian & N.Z. Cable Association.} 'LONDON. Sept. 14. Tho newspapers of all skeidos agree that tho coal owners’ refusal to negotiate a national settlement has created an awkward situation for the Government. Tho Cabinet’s Coal Committee meets to-dfiy, but it is considered unlikely that a. decision will lie reached before tho full Cabinet meets on Thursday under Mr Baldwin. Tho “Daily Express” considers it unlikely that the Government will attempt to coerce the owners. Tho Liberal and Labour papers express the opinion that, as tho Eight Hours Act was passed on tho undcrslfanding that there would be a national agreement, the. Government/ is committed to seek such an agreement, by arbitration or otherwise, without considering tho owners any further.
