Tho “Daily Express” considers it unlikely that the Government will attempt to coerce the owners. Tho Liberal and Labour papers express the opinion that, as tho Eight Hours Act was passed on tho undcrslfanding that there would be a national agreement, the. Government/ is committed to seek such an agreement, by arbitration or otherwise, without considering tho owners any further.
