LOCARNO TREATY. GENEVA, September I f, All signatories to Locarno 'Treaties have deposited ratifications of the treaties which have now become law.

LEAGUE SEATS. GENEVA, Sept. If. It is decided to allot seats at the Council as follows.—p’or three years, to China and Roland; for. two years to Roiiinania, Chile and Cuba or Columbia ; for one year to Belgium, Uruguay, Sweden and possibly Finland.

SIGNING 'THE PACT. (Received tljis day at 12.25 p.m.) GENEVA, Sept. 14. The hi.'A act of the Locarno Pact was enacted in the Secretariat room. It consisted of affixing signatures. The historic ceremony which occupied ten minutes, was followed hy hand shaking and the despatch of a congratulatory telegram to the Mayor of Locarno. Herr Stresemann, in a statement to British newspapermen, warmly dwelt off the value of Locarno, which had ended the policy of Opposition and conflicting aims. Now the papers cooperating in Locarno had been emerged into the League of Nations. The primary task of the leaders in all countries had lieen to find followers of the Locarno policy. Perhaps the hardest was in Germany, where there were Formerly many opponents, hut where there was now an overwhelming majority for tho Pact, hut the leaders’ determination to bring'the various countries to place the faith each other had eliminated the mistrust and suspicion. This frame, of mind chiefly developed under Mr Chamberlain’s guidance, due to Britain’s foreign policy, for which Germany was extremely grateful.
