COAL TROUBLE.

COAL OWNERS ATTITUDE. (Received this day at 12 noon). LONDON, Sept. 7
Following a conference with members of the Cabinet, the Mining Association to-day decided to refer the question of the reconstruction of the Association as a national negotiating body to the districts, ft is unlikely their decision will be availab'.e before Monday. A number of coal owners Associations still oppose a national settlement but the threat of the Governmen that they may create an industrial court is likely to cause them to reconsider the matter.
The “Evening Standard” is of opinion that Mr Churchill will ask the miners to negotiate district settlements, on condition that Government ivill undertake Government agreements of a national status h,v means of legislation.
