Messages indicate a serious Spanish situation has arisen from, the attitude of the Artillery officers. The commander of artillery corps, without tho knowledge of the War Minister, ordered all officers to immediately join their regiments. The Commander of Segovia Regiment concentrated troops at headquarters lest troops from Madrid should attack them. Thereupon De Rivera arrested both commanders and sent a message to King Alfonso to hasten to Madrid from San Sebastian. After his Majesty’s arrival Cabinet proclaimed- martial law in Spain, Palermo and Canary Islands. All tiersons resisting tho Government will be regarded as rebels and summarily judged. It is officially explained that the proclamation was due to disaffection in the artillery which culminated in acts of real indiscipline. Several high officials wero arrested. Police were concentrated in Madrid, which is quiet. The Government is dismissing all officers, from the artillery corps.
