He also referred to the controversy that has arisen in Mexico aiid the United States over these. President Calles said: “My Government will sustain its right to enact and to enforce these laws fundamentally, because enactment or enforcement do not affect legitimately acquired rights, further than is permitted by principles of right, justice and equality.”
