The. “Excelsior” states France’s reply to the Spanish note says the Tangier question cannot be connected ; with the problems now being discussed at Geneva. It is impossible to draw up a new statute for Tangier, since the Act of Algeeirns prescribed a permanent inter'i.ntionul regime. TlicreI fore the district should remain under the suzerainty of the Sultan of Moroc- . eo but the French Government is willing to discuss with Spain and other States interested, a means of reorganising the administration of the zone so as to satisfy Spain in every way computable with the observance of file existing treaties. CRISIS TN SPAIN. LONDON, Sept. i. The “Dhilv News” publishes a message from Spain, received by an indirect route, which says that there is no open disorder in' Spain, but the internal situation is very difficult, adding—- “ Everybody is expectant.” “The crux of the situation,” says the message, “is the stand of King Alfonso. who is regarded as the nvm of the hour, against the Director, General Prinio Oc Rivera, on behalf of the disgruntled army officers, who accuse General De Rivera of treasonable disloyalty, because he lias proposed (army reforms as a challenge to the King’s demand for personal control of the army regulations and discipline. Partial military law exists. Government buildings are guarded. There have been many arrests in the streets, including army officers. Barcelona is seething with excitement. The Catalonians are awaiting the first signs of a revolt for the purpose of starting lan insurrection of their own." LONDON. Sept. 1. The appointment of General Berenguean as head of King Alfonso’s military Household is regarded as remarkable, in view of his imprisonment in a fortress in 1021 for attending a banquet at which speeches were made 'attacking the Director, Gcncrftl Primo Dc Rivera's dictatorship.
