LEAGUE DISCUSSION. GENEVA, Aug. 31. The Drafting Sub-Committee, after a protracted discussion on the French amendment to Lord Cecil’s scheme concerning the re-eligibility of non-pey-manent League Council members (as mentioned on May 12th.) agreed to a temporary arrangement whereby mtnipermanent members of the Council would be admitted to tbe Council of the League at the forthcoming elccion. hut at subsequent elections re-eli-gibility would be only applicable at the expiration of the member’s term of office, and not at tbe beginning of the member’s tenure. In other respects Lord Cecil’s scheme held good with slight modifications. MORE SEATS AGREED ON. GENEVA, Aug. 31. ■ The Reorganisation Commission have agreed that there shall be nine non-per-manent Council seats, three non-per-manent members to bo elected for three years, three for two years, and three for one year, after which, by a special vote, it shall he decided which three shall he eligible for a second term, thereby satisfying Poland’s desire for a fairly long mandate.
