[Australian & N.Z. Cable Association.} AMERICA AND CHINA. WASHINGTON, August 22. The United States is expected to agree to the conditional relinquishments of its extra territorial in China, as a result of a study of Chinese conditions by the American Ambassador, MacMurrny and Silas Strawm (Special Commissioner). They are now preparing a confidential report in Pekin as provided by the Washington Treaty. It is understood the United States is ready to agree to a relinquishment in progressive stages, conditional upon China’s ability to codify her laws and establish fair Courts. The United States is believed to be striving for united action on the part of the other Powers, oil the basis of this American policy.
