HOKITIKA BOROUGH COUNCIL

FRIDAY, JUNE 18th. Ihe Council met at 7.50 p.m. Presetii,: -Messrs G. A. Perry (Mayor), J. Lloyd, J. King, G. H. Blank, AV. Jeffries, H. T. Parry, R. Orr, A. R. Kleock. ff. M. Coulson and G. Heinz. The minutes were confirmed and outward correspondence approved. IN WARD COR RESPONDEXek I" roni .Medical Officer of Health, in reference to application for septic tank, stating conditions required.— Received. From \Y. T. Morpeth, in regard to the necessity of providing conveniences to B.S.A. Hall.—Received and referred to R.S.A. From Librarian, asking attention to leaky state of Free Public Library roof and asking for immediate attention.— Received; the work to be carried out at once.

From Minister of Public Works, acknowledging resolution of Council in reference to upkeep of roads. Received. From Municipal Baud, asking for permission to erect tin electric heater in the band room. Received and request granted. . Front T. Marks surrendering part of reserve, Sale Street, adjoining bis section, as he had no further use for it. —Received and surrender accented. From Hokitika Fire Board convoying report of Superintendent in reference to overcrowding of passages in Princess Theatre and asking attention; also stating that the trees on Cuss Square were obstructing the view from the boll lower and asking that action be Taken so that the view would not be obscured, therein- enabling a more prompt alarm in case ol an outbreak of fire. Received. From Hokitika Dowling Club asking that the previous promise of the Coun-

cil to have the trees topped on Brittain Street side of Cass Square be given effect, to—-Received. Mr Heinz

said the Gas Company had also sent in a letter some two years ago pointing out the danger of tins trees to the gas holder and that the Council would be held responsible in the event of damage by the trees being uprooted and falling thereon, which was possible at any time during a storm. Speaking in reference to the first clause .Air Coulson thought the Council should support the Superintendent’s request. He was a very conscientious officer and his recommendations should be given effect to. He moved in regard to the Princess Theatre that the Inspector he instructed tn take whatever action that was possible.—Seconded by the Mayor ami carried. Tn regard to the .topping of the trees, Mr Coulson moved Unit the Public AA'orks Committee be authorised to Lake such action as would satisfy the Superintendent. Seconded by MiKing. -Mr Parry moved that tenders lie invited for removing the trees on the Brittnn Street side, and that the trees on Stafford Street side tie topped. Seconded by Mr Blank. Air Jeffries favoured Hie whole of the trees, which were now useless as an ornament being taken out. He said lie would give £2O for the trees for firewood, and remove them all. Air Orr said as Chairman of Reserves. the trees on Cass Square had been causing a lot of anxiety and they were neither use nor ornament. He would be in favour of accepting Air Jeffries’ offer.

The amendment was put and lost on division—Ayes, Messrs Blank, Orr. Heinz, Parry and Mayor. Noes, .Messrs King. Jeffries. Elcoek. Coulson and Lloyd. The Mayor gave his casting vote against the motion stating lie favoured the natter being referred to the Reserves Committee for a recommendation to the Council. • Mr Jeffries said lie was in favour of the Alaypr’s suggestion and moved to that effect. Seconded by the .Mayor and carried.

From J. L. Turner, asking permission to put in a drain across Hampden Street at Sewell Street corner.—Re-

ceived and request granted, subject to concrete pipes being used.

From P. J. Kirwan in reference to petrol pump charge and asking for a reduction.—Received : no action taken.

From AVild anil Bassett applying for permission to erect a second petrol pump in their garage.—Received. ft was resolved to point, out that the Chief Inspector of Explosives was not in favour of a second installation in anv garage. REPORTS. From Treasurer reporting for period there were receipts C 715. payments £231 9s, credit balance L’5.11 os. loan account credit balance £ll2 17s 5d. —- Received. From Finance Committee recommending accounts amounting to C 490 2s tirl for payment.— Received and adopted. In connection with a complaint made the Council resolved that any person utilising the abattoir yard for holding cattle be charged Is per head per night. From Manager of Abattoirs (J. Jarman) reporting during May there were examined 31 cows, 41 heifers. -53 bullocks, 277 sheep, 5 lambs. 9 pigs. 24 calves. Condemned 2 cows. 1 sheep. Fees for month £75 Ifis (id. (For same period last year £BO 16s Od). —Rereived. FOREMAN’S REPORT. I beg to report the following works have been carried out during tbe month;— \Ye connected the drain Irom the Railway to Sewell Street with 18iu. concrete pipes requiring 13 pipes and 5 one-foot pipes across tJ so footpath, and 12 one-foot pipes across Sewell Street at the corner of Tudor Street, the wooden drain being blocked, which we took out. We then put in 21 onefoot pipes on the west side of Rolleston Street and 50 18iu. pipes on tho east side, between Stafford and AVeld Streets. This drain was caving in owing to tile soft nature of the ground and was becoming dangerous. AA’e also put in 6 Bin. earthenware pipes under the footpath at the corner of Stafford Street and Healey Street. AYe repaired a hole in Sewell Street near the Public Buildings, the covering having rotted away, and a' hole in Gibson Quay.

AYe put in 25ft. of new water pipes (4iu) near the Convent in Sewell Street which was causing a lot of trouble, and renewed a part of the water service supplying Air MeGuigan in Bealey Street. During the month we cleaned Hall Street footpath on the east side between Hampden and Stafford Streets, the footpath in Brittan Street between Stafford and AVeld Streets, and AVeld Street footpath from Fitpherbert up to Davie Street and Sale Street from Hampden Street to AVeld Streets, also a portion of Stafford Street near the Gas AVorks, mostly all these footpaths require screened gravel which we are now putting on. \A e also grubbed out n quantity of gorse and blackberries in Bealey Street. During the month we made 6 3ft and IS ISin concrete pipes. The water in the Reservoir averaged from seven to eight feet- for the month. —Received.

Mr Jeffries referred to the frequent escapes made recently from the Mental Hospital, which had caused among the women folk a reign of terror, in the vicinity especially in the outskirts of the town. He moved that the Borough Council write to the Superintendent suggesting that some stricter form of supervision be introduced in regard tq the type of patient wh o had

recently escaped, with a view of proyen ting similar occurrences. Second-

ed by Air Orr and carried. ' Air Jeffries moved that the Foreman bo instructed to complete the formation of the footpath on the west side of .Sewell Street, south of Hampden Street. Al,r Heinz said the work had been authorised for some months. Air Orr stated the had weather recently had prevented the work being carried out. It was resolved that the work he put in hand at once and completed. The Council rose at 8.45 p.m.
