LEAGUE COUNCIL. GENEVA, May 10. Motta, of Switzerland, has been appointed chairman, of the committee for the reorganisation of the League Council and Thomas Lebreton, of Argentina, vice-chairman. The Council decided on the principle of holding its sittings publicly. LEAGUE COUNCIL. GENEVA, May 10. Mr Bruce’s message received at Lie opening of the Council of the League of Nations said the Council should continue to include permanent and nonpermanent members, the former lestricted to the Great Powers including Germany. The commission’s proceedings are open to the public. Guani (representing Uruguay) supposed Argentimal in the original proposal favouring eventually making the Council elective. He agreed that a temporary solution must be found on tl/C leases of permanent and non-perma-nent membership.
