Important changes in both the scope alud administration of the National Health Insurance Acts are foreshadowed in the recent report of the Royal Commission appointed by the Labour Government in 1924 under tho chairmanship of Lord Lawrence of Kingsgate. The majority report contains no less than 122 recommendations, among the most important of which are the abolition of insurance committees and the transference of their duties to committees of tho appropriate local authorities, the institution of a scheme of partial pooling of the surpluses ot approved societies, and, when lunds are available, an extension ol statutory benefits, the first of which would be an extension ol the scope ol medical benefit to include expert medical advice, specialist treatment, and laboratory services.
