United States battle fleet, which, he - ' declared, sadly needs overhauling, and, -'generally, lie is intimating that the 2 ' navy has fallen behind the 5-5-3 ratio.
The report has been placed in the bands of Chairman Butler of the House Naval Committee, for consideration bv that body at a secret session. Some members of the Committee describe the*report as sensational. The report, which i.s based on Admiral Cooiitz’s observations during the Australian and New Zealand cruise, isaid to have seriously disturbed the Navy General Board, and therefore, it has been deemed advisable to submit the matter to Congressional consideration. NEW YORK UNDER SMOKE. NEW YORK. Jan. 27. New York city, which is famous for the clearness of ils nf mast,here. is now undergoing a radical change, which i.< due to the coal strike. The householders, office huiidings and factories have gradually been forced to use bituminous coal, as the anthracite slocks arc exhausted, until a eliimix has now been reached.
New York is beginning to resemble Loudon. During most of the day. the city is now under a black blanket, light*, now burn all day in the offices that usually am sunlighted. Smoke clouds rolling from the factories have caused numerous inquiries from t'm newspaper offices regarding the location of the "big fire.” The Fire Department and the Weather Bureau are also besieged with questions. The Health Department is now investigating, and it will endeavour to relieve the situation.
