[Australia Sr N.Z. Cable Association.] SYDNEY, Jau. 23. Mr Lang announced that Parliament will be prorogued on Monday next, but a special session will be called within a fortnight, when an Electoral Act Amendment Bill, a measure to abolish the Upper House will be reintroduced. Government are greatly concerned over the absence of a member of the Legislative Council, cabled last night, and it is stated employed members of the police and detective forces in all endeavour to trace bis whereabouts, but so far without result.
