Prison Reform. One lias only to read tile proceedings of the Prison Reform Congress, an international gathering which met in London not long ago, to appreciate the enormous improvements that have been introduced into prison conditions in the last fifty years in all civilised countries and the importance that is attached io the reformative aspect of pni.i.shment. Yet. in spite of everything. manv offenders return to gaol again and again with discouraging regularity. and the recidivist continues to be a problem which baffles the criminologist.
