Public men in tlie highest positions in Britain lent themselves to tho campaign of whittling away by misrepresentation tlie Treaty rights of a large nmnlmr of Irishmen, for the express purpose of prejudicing the Commission in its interpretation of the terms. The grave situation called for the most careful consideration In- the Free State and the Briti-b Governments. Tn conclusion President Cosgrave appealed for restraint.
