LONDON, Oct. 31. The “Alorning Post’s” Paris correspondent states : —M. Painleve’s Cabinet has no sooner been completed than M. C'aillaux has shown his teeth. He has published in the “Petit Parisian” the full text of his financial proposals. with accompanying arguments which lie presented to his colleagues at the last sitting of the retiring Cabinet. The general effect of the proposals Is already known, lie propi sed a Debt Redemption OHieo to ho endowed with •■in annual revenue of from eighteen to twenty millions .sterling, to he derived from fresh taxation on capital, tho revenue receipts also to include tho German Dawes plan payments as received. This office would he tree from Parliamentary control. Its funds would not figure in the Budget, hut. would he used solely to meet, the debts of the Treasury as they became due.
