HOKITIKA BOROUGH COUNCIL.
FRIDAY, AUGUST 11th. The Council met at. 7 .45 p.m. Present A leasts G. A. Perry (Mayor), C’oulson, Evans, Blank, Orr, King, Parry, Eleock, and Hein/,. An apology was made for the absence of Mr Jeffries. The minutes were confirmed and outward correspondence approved. IXWAI? I) COKBESPUNDENCE. From Kanieri-ilokitika Sawmill Coy. asking permission to cut a- drain through reserve. Received and request. granted. From \V. ,T. Hnselcr, complaining of nuisance caused during hood time by the overflow of water front water course through his property. Fitzherbcrt St.— Received. Mr Heinz said one of the causes of the overflow, was that the ends of the Bcalcy and Sale Street drains were not completed thereby giving the drains their full capacity. Milking urged that something definite should he done to stop the trouble. Mr Evans moved that the PublicWorks Committee inspect and report. Seconded hy Mr Cotdson and carried. From C. K. Spa rites in reference to sanitary contract. — Received. Mr Blank moved that the deposit: of Mr Newman of CIO be forfeited owing to failure to complete his contract. Seconded by Mr Cotdson and carried. It was further resolved that £lO lie voted to Mr Sparkes for extra work on the contract. From Railway Department stating they had received the Council’s quotation for the supply of water and a reply would lie sent later.—Received. From Town Clerk. Greynmuth, in reference to deputation to Cabinet in regard to coal and timber questionsReceived. The Mayor stated that- lie had asked Mr O'Brien M.P., to represent the Council. The action of the Mayor was approved. From James O'Brien M.P.. agreeing to represent the Council as requested. - Received. From Westland branch of Canterbury Autumotiile Association iu regard to the rules of the road and a-king the Council to take steps to control traffic. Received: referred to the liisjieetor to take action. From Minister of Internal A (fairs in regard to traffic regulations. Received. l‘i"om P. Jones asking for transfer 'A Park reserve to A. Krakowskv.— Rcicivod ami approved. I-mm Collector of Customs, stating no person is allowed to remove sand, shingle or shell below high-water mark, unless a charge of 2s per cubic yard is made. - Received. Mr Evans moved that- application he made to the .Marine Department for exemption of local bodies from the charge. Seconded bv Mr Parry and carried. REPORTS. Accounts amounting to £795 11s were passed for payment. PUBLIC WORKS COMMITTEE. I have the honour to report that the Public Works Committee made an inspection of thi i Borough on Ihe 12th. idem., and afterwards it was -decided in make the following recommendations to the Council viz: (a) -Thai no action lie taken in roterenco to Ihe insinuation of a street light at the cnrmw of Reach St. or of the const ruction o| a sewer in the same street. your Committee considering tluii the revenue received from the street is t.io small to warrant the expenditure of the amount neeessarv to construct a sewer. Your committee recommend that the water tables he cleaned out and the street' gravelled where necessary. (b) -Thill the short section of open drain at the cornel- of Hal! and llnmpdei Streets he filled in am! that four inch earliioiiwnre pipe connections he made lo the 18in. concrete pipe drain on the- west side of Hall St. from Brown’s McFadyeii's, and Bassett's pro perl ies. (c) —That the ISin. concrete pipe rceenlly put in at Livingstone St. being too small to carry the water, lie replaced with a limber shoot. (d) —-Thai in view of the fact that the footpath on the east side of Jollie St. off Hampden St. is used for both passenger and vehicular traffic, your Committee recommended that the gorse lie cut down and about four chains ol road made io give aei-e-s to properiies. (V) —Your Committee visited DavitSi. in connection with Mr W. Wilson's request re drainage and consider that the following work would have to he done to make a permanent improvement. viz:—-Widening, cutting, and filling tip hollow, piping Irom the drain at the foot of the hill to Boyds crossing, connecting the properties on west side, cleaning out and deepening drain from Hampden St., to Mi' Rerendt's property. As the Overseer estimates that the work will cost: C'SO to euiTV out. your Committee deemed it advisable to refer the question of doing toe work hack lo the ( ouiicil lor their consideration and direction. -Received and adopted, the last work referred to also being authorised. lln connection with the scouring of the Cemetery road it was resolved that a sub-committee wait on the Superintendent of the Mental Hospital in regard to attention being given with a view to preventing further injury to the road. It was resolved that the Overseer attend to a complaint in regard to flooding of the footpath at- the south end of Fitzherbert Street. OFFAL CONTRACT REPORT. Your Committee hog to report that th.ev interviewed the next highest tenderer and he declined to take up the offal contract. Your Committee after careful consideration decided lo make the following recommendations, viz:— (a)—That Mr Thomas Staines’ contract he renewed for a further term of five years on the same terms and conditions. (ID—That in calling for tenders at Hie end of Mr Staines’ renewal, the following condition of tender be added to the specifications, viz:—“That in the event of the present contractor being unsuccessful the new contractor must take over the old contractor’s plant at valuation, the said valuation to he fixed hy three assessors, one appointed by the Council, one hy the new. and one by the old contractor. (h) That in the event of your Committee’s recommendation being adopted. Mr Staines be requested lo forward a schedule of his plant with his valuation of the same, and that lie immediately notifv the Council in writing of any addi ton's or deletions therefrom during the term of his present tractReceived and agreed to.
