The Counicl met at 7.30 p.m. Present:—Alesrs CL A. Perry (.Mayor), If. Al. Coulson, O. A. Wood, D. J. Evans, J. King, _ AY. 1). Alackav, J. Lloyd, and CL Heinz. Apologies were made for the absence of Messrs Perliam and Jeffries. The minutes were confirmed and outward correspondence approved. INWARD CORKESPOXDEXCE. From Grey County Council notifying the revenue for year from licenses was L'l)sß 12s ami for Crey Borough, ,£228. —Received. From R. and \Y. Ross. notifying that they did not require their extraordinary water supply further,—Received.
From Hokitika Athletic and Cycling Club asking for use of Cass Square for sports gathering on April I.—Received and request granted. From Riccarton Borough Council forwarding resolution in reference to main highways protesting against the policy of the Highways Board in not making any grants for the upkeep of Alain Highways passing through Boroughs and Counties.— Received. Afr Evans urged that the proposed action he. supported, pointing out that at present only very small boroughs received any assistance from, the Highwavs Board. He moved that the action of the Riccarton Borough Council he supported. Seconded by Air Coulson and supported by .Messrs Perry. Heinz, and King and agreed to.
From Kanieri Electric Ltd., enclosing sketch plan of proposed crude oil tank and asking for approval.—Received. From Chief Inspector of Explosives approving of proposed tank and suggesting the license fee he £5 per year. Received and approved. From Manager of the Hokitika Savings Bank stating the Trustees at their last meeting had agreed to a gift of £l5O to the Trustees of Carnegie Free Library for repairs to the structure.—Recoivotl. Air Coulson moved that the Rank be written to and thanked lor their very generous grant. Seconded by Air King ami carried. From Westland Branch of Canterbury Progress League thanking Council for vote. Received. From contractor for nightsoil contract replying to complaints received bv Council and referred to him lor explanation.—Received ; referred to Public Works Committee to deal with. From W. Alarks asking for transfer of lease to H. Kearns.—Received and agreed to.
From. J. Park stating as the extra water supple was not available all the time, a reduction be made on the current years charges.—Received; Town clerk to reply. From Hokitika Beautifying Association apologising lor delay in lorwarding usual quarterly payments and promising early attention.—Received as satisfactory under the special conditions. REPORTS. OVERSEER'S REPORT.
Report on installation of concrete pipe drain along Sewell SI lioin I lampden St to Gibson Quay outlet: I beg to report that, I have not completed a del ailed estimate of the cost of piping Sewell St with I Sin concrete pipes, but 1 respectfully submit the following data which may lie of assistance to the Council in connection with the above work. The distance from the north side or Hampden SI to Gibson ()uav is -inchs. Thirty-live chains of concrete pipes at CIO 7s per cli.: C. 162 ss. Cost of laying 31 chains of pipes at Lis per ch.: £26 ss. r |'|, t . s i ( ;e of the present wooden drain is -lit by 31t by 2310 ft equal to 27.720 cub. ft. The space filled by the concrete pipes would lie 0702 cub. ft. The amount of filling required would equal 20,058 cub. ft. at 2s Id per drav load. The cost of material mentioned, and laying ol pipes would amount to C-iO*> 2s 3d. Part of the drain under the railway would have to lie worked underground and packed from both ends. The whole of the work would be subject to Hie variations of the tide entailing night work. There is also the question of making connections from the streets crossing Sewell St and the extra cost of suitable traps, man holes, and vent. The use of Sewell St. drain as a sewer would have to be discontinued whilst undergoing repair. PUBLIC WORKS REPORT. Consideration of the Public Works Committees report read at last meeting was then taken. The following report from Overseer Ale I vor was also read :—•
Alter discussion it was resolved that the following works lie approved and put in hand in the sequence .mentioned-- Livingstone Street drain; lanered Street drain; Sewell Stret drain: the total cost being estimated at about IT 000.

OVERSEER’S REPORT. Report on application from Kanieri Electric Power Coy for 2Hn water service : 1 have discussed the question of a 2)in. water service to the AYehl St. Rower House of the above company with the engineer, Afr Robinson. The objects set forth in the application are lire prevention purposes, and for use in priming the circulating pump of the newly installed internal combustion engine.
I beg to bring before your notice the fact that a ‘tin main in the town reticulation runs along the north side of Weld St. There is a hydrant plug at Fitzherbert St. intersection and one at Healey St. intersection. The Power house is situated midway between those two points and is easily accessible by the present fire lighting appliances of the Fire Brigade.
The use of an extraordinary service for pruning purposes is a matter of policy for the Council. The Power Co. has a well sunk on the property from which they use water for the circulators. There is also a -Jin. service from the town supply. This was used formerly for priming the pump but with the installation of the large internal combustion engine, it is contended that the service is too small to prime the pump quickly, in the advent of it loosing the water by the intrusion of air in the suction column, thus destroying the vacuum.
The point to consider is whether the Council would be establishing a precedent in granting the application.
Afr Heinz said he favoured granting the request subject to the Company safeguarding the water supply as much as possible. He moved that the application be granted subject to necessary precautions being agreed to. Seconded by Air Coulson and agreed to. WATER SUPPLY. In answer to Air Evans Air Heinz slated that the work of laying the pipes and making the connection with the Kanieri Electric Ltd. water supply at Kanieri Forks was proceeding satisfactorily.
Air Aidvor stated that the work was well in hand and the pipes all in position for riveting up. He expected that tin l work would be completed by the end of next week and the water Hewing through. In cun licet ion with repairs to the Free Library it was resolved to make all the possible arrangements with a view to expediting the carrying out of the necessary repairs as quickly as possible. The Council rose at 8.30 p.m.
