Received this day at 9 a.m.) LONDON, March 14, President Cosgrave, commenting oil the Irish Free State Government’s success in holding and winning seven out of the nine seats at the bye-elections, said significance lay in Hie fact that two constituencies in which Republicans were returned in November now returned Government candidates with majorities of over ten thousand. The President regarded the bye-elec-ions as a complete test, obviating the necessity lor a general election. He stressed the fact that his-Government coincided with a period ol unexampled depression for which they were blamed. Every act essential to the restoration of order was criticised and every act ol ('leniency was regarded as a weakness: whereas' il was (lie Government's con-seioiisne-s oT strength which enabled them l" ev'i’i i c their generosity.
