He was the Soviet representative in Germany in 1019-21. NEW TAXATION ASSESSMENT. .MOSCOW, .March 10. A telegram from Tiflis states that cattle and land have been adopted as tho standard assessment for taxation by a session of the Central Soviet Executive which has just dosed by approving of the Budget, which reduces taxation nearly forty per cent and it remits arrears in taxation till next year. A resolution was adopted welcoming the improvement in industry and commerce.
