IRISH .MISSION AT SYDNEY. SYDNEY, February 17. The Lord .Alayor of Sydney, Aiderman Stokes, to-day accorded a civic welcome to the Aliases Barry and Kearns, the delegates of the Irish Relief .Mission, who have arrived Irom Ireland to collect funds for the Irish Republicans who have lately boon released from prison by the Dish Free State Government. The delegates aim. at collecting one hundred thousand sterling in Australia. Tno Lord Alayor. Alderman Stokes, in replying to the toast ot his health, declared that the appeal ol the mission was one that every lover of Ireland and very lover of free nationhood should cordially support. Referring to the proposal t*i build a new power house. Air Ball, the .Minister tor Works said lie had been advised hy the Crown Solicitor that anv proposal to meet contracts for work of that character hy the issue of debentures in payment was the same thing as borrowing the money. 'I lie latter course could hot he followed without the Government’s consent. Any attempt, therefore, on the part of the civic authorities to avoid following the purer procedure and thereby circumventing the powers of the Government in regard to financial arrangements for that proposal would he appropriately dealt with hy the Government.

The Secretary of the Freomantle Wharf Lumpers' Union stated the Fremantle Union has been line! CIOCO by the management committee at Alelbourne in consequence ot the refusal bv the local Unionists to work certain vessels chartered by the Commonwealth line. He added that the Adelaide branch has been lined £2.()(’.(f for a similar yojisoii.
The local Unionists fear that if the refuse to pay the line the Committee of Management will declare Fiemantle “black”, in which case no goods would i;e loaded for that port.
H EALTII CO AIAII SSI ON. .MELBOURNE, Februory 18. Doctor Cumpston, Federal Director of Health, giving evidence before the I Health Commission, declared the baby, bonus as a factor in increasing the birth rate and lessening infant mortality had been without an appreciable result. The money would be better spent in subsidising maternity expenditure whereon it would be less than half what was spent on the bonus. Doctor Stanton, lecturer on pharmacy told the commission that the digestion of consumers of beer and butter were in danger of being impaired and the kidneys affected, by tho use of preservatives of boric acid and snl'ieyeli° f*.ci f l K -
