[Reuters Telegrams.] TALK OF A PACT. LONDON, January 25. The “Daily Express” Paris correspondent says: “Germany is making unofficial soundings for a Franco-German guarantee pact. The French Government are awaiting developments. It is suggested that the Germans are merely seeking a delay in the negotiations for an Anglo-Frenck-Belginn pact. The French Socialists are opposed to a Franco-German pact, one of the leaders declaring that it could only he directed against Britain.
