FRENCH WAR DEBTS. LONDON. Dec. 3. The “Daily Telegraph's’’ diplomatic Correspondent says:—Conlinnation ul reports that France has begun preliminary negotiations for the funding of her debt to the Fnited States has created a stir in British ofiicial. financial and political circles. Britain had intended to postpone considciation of the problem of the inter-.Mlicd debts until the appointment of the Dawes annuities, but in view of the ]• raneoAmoricau exchange of debt funding views, the British Ministers and the Treasury may be constrained to take up. earlier than contemplated. the (yicstion of the Allied debts to Britain. oil the ground, that, if France is able to discuss ways and means of discharging her obligations to the Fnited States, she is also in a position to discuss similarly her obligations to Britain. The British taxpayer, who is more heavilv burdened than any other, is assuredly entitled to relief from the burdens which arise from the non-pay-ment of the war debts. He cannot yield precedence to anyone.
