There is a perfectly clear appreciation by tlie Unionists of the strength of the Labour vote, and of the extent to which this vaguely Radical mass is the raw material <T Bolshevism. Lord Birkenhead says very wisely that although the live million Labour votes do not mean live milion revolimtionarios, they '‘disclose the state of mind of Hie workers, and lay a great responsibility upon tbe Conservatives.” What they disclose is that a third of the adults of Great Britain believe that they would he happier under a more Radical administration.
