[Reuters Telegrams.] WHAT THEY STAND FOB. (.deceived this day at 9.15 a.m.) LONDON, October 23. De Valera, on behalf of the Standing Committee of the Sinn Feinors has issued a manifesto to the electors of North Ireland, stating the Sinn Fein candidates, as llcpublicans, stand ioc the unity and independence of Ireland. They are uncompromisingly opposed and will use every effective means to prevent the partition of Ireland, vr the subjection of Ireland, the whole or in part, to any foreign power. They believe in friendly relations with England, hut will not recognise, as binding, any laws made by England for Ireland, and will resist to the utmost every attempt by England to impose its will on Ireland or to exploit Ireland politically or economically.
