The situation, in view of all the circumstances, should la.* a piquant one. I*ai the most serious problem is raised in a series of resolutions demanding that the Executive Committee of the Party shall control the policy of the party in l’arliamcnt. and of the Government. These resolutions stiiki* at the very root of the British Parliamentary system. It has always .been understood that our Governments, though depending for support, oil a party majority, are something more than the spearhead of a single liarty. They arc responsible to tin* House of Commons ns a whole and to the nation ns a whom.
