[Reuters Telegrams.] FRANCK’S DESIRES. GENEVA, Sept. 5. M. llerriot said he hoped one result of this Assembly would be to concentrate on tin? principle ol arbitration award. This Assembly had a moral responsibility to the world. Arbitration, security and disarmament were inseparable from each other. Arbitration. which was necessary lor peace, must become a reality, and the loyalty of small nations must- he protected". He eliipha-ised the need for upholding justice lor all. lie endorsed the remarks of Mr Mad).mall and declared: “All nations are clamouring tor peace, so let us give them peace by international co-operation.” He welcomed American co-operation. France was not animated by lmtred against Germany. Frame fought German militarism and France adhered to the Covenant, but desired to make it a living tiling. She aspired to peace by the right and dignity owing to her own sufferings, and she wished to assuage the sufferings of other nations. He concluded:—“Fram e is striving fur peace. A\ ithout arbitia(ion. security and disarmament, international solidarity is impossible. Franco would joyfully receive any proposals for conciliation, and oilers all she can offer. She wants peace and to that end she hopes the efforts of the League will lead. ITALY TO PARTICIPATE. GENEVA. Sept. 5.
