The “Daily Telegraph's” Berlin correspondent. on the eentrarv. says: We would not lie misled by present manifestations of resentment or disappointment. The only difficulty will he the passage of the Ruhr Railway Bill, which will he the only measure arising out of the Dawes scheme requiring a two-third’s majority. which will he impossible without Conservative votes. The “Daily Telegraph” says: After the Conservatives let off steam against- the political effects of the railway scheme, they will prohahlv accent the Bill. A NEW ERA. LONDON. Aug. 17. M. Herriott.
