The authorities and loading newspapers arc giving evidence of an almost complete reversal of tone regard inn anti-Americanism. They are apparently alarmed at the strength pf the agitation and are nmv vigorously endeavouring to stem the popular tide, which previously has linen evoked. The police have keen ordered to arrest, and sternly punish anyone further agitating against America. - JAPAN’S ARMY. TOKIO, June 17. fleneral T 7 gnk (Minister of War) has prepared a plan to reduce the army from twenty to fourteen divisions, without reducing the numerical strength, saving thirty millions which he proposes to transfer to the air and chemical services. CMINFJ.SK AFFAIRS. (Received this day at 11.25 a.in.) PEKIN. June 17. A mandate has been issued ratilying the Cliino-Russian agreement. The Government has replied to the Japanese note containing objections to certain points involved in the agreement. The reply points out that the agreement adjusts matters regarding which China . and Russia alone have rights and in--4P u ,rcsts. The Chinese Government therefore cannot accept- the reservations suggested in the Japanese note. Almost similarly worded notes have been sent to the Frnnco-American legations, replying to their notes which reminded China of her obligations regarding the Chinese Eastern Railway. MUSSOLINI'S ACTION. (Received this day at 11.25 a.m.) ROME. June 15. Signor Mussolini is determined to purify the administration from the stains and scandals revealed by the Matteotti affair. It is reported the holders of the celebrated Anmmziata order have been summoned to see the King, for the purpose of forming a great concentration Ministry, including, besides Mussolini, the ex-Premicrs Giolitti and Orlando. Mussolini has assumed the duties df Minister of Colonies, having appointed Fedcrzom Minister of the Interior, in succession to Finzi. who resigned in order to defend himself against the charge of complicity in the kidnapping of Matteotti.
