WELLINGTON, Alav 20 The following communication has been forwarded by Air AI Willy, General .Manager of Railways, to Air Alack, General Secretary of tbo A.S.K.S.:— ‘•With reference to your letter of the Kith lost advising me (I) that your executive has now taken action to cancel its afliliation with the Alliance of Labour, and t.2) also undertakes that it will not affiliate during its term of office. I have to inform you that instructions are now being given to restore the superannuation benefits of those employees who were contributors to the fund on April 2! last, also in restore free passes and privilege tickets to those who were at the same dale entitled to receive such privileges. •‘1 desire to point out that it was definitely laid down as a condition
precedent to recognition of your society in 1891 that it should not lie affiliated with any outside union. In the absence of notification by vour society of its intention to affiliate with the Alliance of Labour in contravention of tlie definite terms oi the agreement made with the Department, no opportunity was afforded the Department of expressing its views in that connection. The matter now having come officially under the notice of the Dc nil i m nt I recapitulate hereunder, for the purpose oi avoiding future misconeoetion, the conditions upon which the recognition now accorded to your society will depend—"(l) The general executive to consist of representatives from the various sections, to meet yearly to transact business. “(2) The society not to ho affiliated with any other outside union. ‘•(3) The officers of the society to be railway employees, the secretary excepted, who need not lie a railway employee, ••< 1) Xo persons ether ilian employees of the Xew Zealand Government railways are to be members ol the society. (3i Local branches of the society lo retain their organisation, bill all officers to be railway employees. ••*,") ft must be open for all cmploytii.*s v ither to join or withdraw from the society at pleasure under reasonable regulations. I in* society must not interfere with the individual privileges or rights oi any employee.
•• (7 v Leave will lie granted and passes will be issued to members ol the general executive of the society so constituted to enable them fo meet once a year. •• fS) Personal grievances not to be represented by tin* society until after the individuals concerned have liist laid the matter before the Department through (heir superior oilicer, in accordance with tin l rules. and received the Department's sanction. •• >0 All matters to lie represented in the Department through the society's executive. Branch secretaries will not he recognised hy the Department.
(10) The object of the society to be exclusively confined to consideration of matters a (feeling their interests as railway employees. •'So far as the Department is con corned it cannot coimleimnce any departure from tit" definite lerms under which recognition was accorded to your society. In the event of Hie society again contravening the agreement bv affiliating with any outside organisation it will be incumbent ui> the Department to withdraw recognition of your society.”
