Adni'i—.l Field, speaking at the Millions Club, said the enormous expenditure required to convert Port Stephens into a naval base was not justified. For the best protection of the Pacific trade he recommended the.construction of a naval base at Port Darwin and the building of a last cruiser squadron with adequate submarines and aeroplanes.
