HIGGINS’ SENTENCE. COMMUTED TO LIFE. [BY TELEGRArn —PER PRESS ASSOCIATION.] WELLINGTON, March 1. 'The Executive Council to-day decided to commute the death penalty, imposed on John Christopher Higgins for the Waihi school murders, to imp: isonment tor life as it was considered that Higgins was, from a medical point of view, insane when he committed tho murder.
