ULSTER BOUNDARY. [ry telegraph— ran rnr.ss association.] LONDON, Feb. 29. Mr .1. If. Thomas (Colonial Secretary), speaking at the Canada Club’s dinner, said the Government was of the opinion that the Irish difficulties could not lie settled by any outside body. Therefore,-they held that the Ulster Boundary Question should be settled by Irishmen themselves, sitting around the table.
