fBT TELEGRAPH —PER PRESS ASSOCIATION.] PETITION FOR REPRIEVE. AUCKLAND, February 19. Petitions for the reprieve of Higgins’ sentence to death for the Waikino murder were forwarded to-day -by counsel to the Governor, and His Excellency's constitutional advisers. The ground on which the reprieve is sought is that at the time of the crime Higgins was insane; and attention is directed to the fact that at the trial sevc-n doctors described him as insane.
