RUSSIAN REVOLT. [RuutKits Tei.kgiia MS.] (Received this day at 10.10 LONDON, Feb*. 7. A Riga correspondent says the mutinies in the Red Army are alarming the Soviet rulers. Disaffection, particularly in Ukraine is gaining in seriousness. Regular insurrections are reported to Kliarkofl district, where the insurgents are carrying banners inscribed “Soviet. Government, without Communist dictatorship.” The Soviet Government recognises it has lost the confidence of its own proletarian officers. Revolutionary military councils have therefore decided to replace them with professional officers, who are considered more likely to restore order among the soldiers. Thus we have the strange picture of Bolshevists having forfeited the confidence of the workmen and peasants, relying on Tsarist officers to support the shaky structure. It ‘is vaguely rumoured that the insurgent army is advancing on Moscow from some unspecified district, hut 1 gather the reports are premature. Anyhow the military council is apparently leaving nothing to chance. It lias already started overhauling the fighting equipment and placing the most trustworthy forces in Moscow garrison.
