Messages from Riga disclose that the Russian Army is in revolt as divisions which contain only Russians tiro planning an ollensive against the Communist Government in -Moscow. The Government is aware of the plot and Is rapidly assembling Tartar and Mongol divisions at Moscow. The rebels consist of the garrisons at Brianslc, Orel, Yelets. Tantboff and Vorcncsb. These divisions supported Trotsky in the quarrel with Lenin and other dictators. They are now led by Tsarist officers who joined the Red army during the past three years. The leaders, contrary to the practice in previous revolts, are not attempting to keep their intentions secret. The rebellious divisions opened by flouting the Government and resolutely ignoring numerous Government decrees ordering them to Siberian and Caucasian districts. Simultaneously with an attack on .Moscow the revolt of the I'ral garrisons may be expected together with another rising in Kronstadt.

The Moscow authorities are striving to secure the safetv of the capital by cmiceiitrafiug non-Russian divisions at Kaluga, Tula ami Kazan, while special regiments are stationed at Kalomnm. The weakest, point in the defence is at Tula where there are 150.000 unemployed.
