HOKITIKA. BOROUGH COUNCIL.

FRIDAY, AUGUST 10th. The Council met at 7.30 p.m. Present:— Messrs 0. A. Perry (Mayor). Coulson, King. Evans. .ieffrics. Perliam. .Mackay, Lloyd, Heinz. and Wood. The minutes were conlirmed and outward correspondence approved. IN WA RD CO RK ES PON DEXC E. From Hon. J. G. Coates forwarding invitations to Otira function.—Received: Mr Evans moved that a letter be sent thanking the Minister for the hospitality extended to the representatives of the Borough of Hokitika. .Seconded by Mr Wood and carried. From Deputy Inspector of Explosive aching for returns.— Received.

From Knnieri Electric Ltd. stating they had not the necessary fittings to enet the three new lamps asked for, but the fittings acre being procured; stating that it would cost £22 to erect a light at the roar of the Government buildings, and asking that £]o be found.—Received: Air Coulson moved that the Chamber of Commerce be approached to find half the cost. Seconded hv Mr Lloyd and carried.

From Valuation 'Department asking that the practice of allowing the public to inspect the valuation rolls, bo stopped, as it affected the fees obtainable.—Received; no action taken. From Canterbury Progress Longue Westland branch, thanking Council for use of Town Jf:tll for Winter School. Received.

From A. Gillmiders asking for house? connection with [sewage drain. Sale Street.—Received; held over till drain is being constructed. From T. Coyle, thanking Council for appointment- as driver.— Received. From Department of Health forwarding copy of eating bouse regulations. Received.

Frun Same, acknowledging copy ol letter from Princess Theatre Coy., re sanitary arrangements.—Received; After a general discussion, Mr Jeffries moved tlint- the Public "Works Committee report to next meeting. Seconded bv Mr Mackay and carried. From Westland Cool Storage and Dairy toy.. I,id., asking for particulars of the Council’s intentions of work asked for in previous letter. Received. Mr Perham said he would like the Council to extend every encouragement to such a progressive company. Re moved the Council meet the Company as far as possible, and asked that the necessary work be carried out. .Mr Heinz said the Works Committee inspected the position, and did not feel they wore in a position to incur a heavy expenditure. .Mr I’a.ny, who was piesont said he felt that the Council would recognise it was a duty to assist an industry as much as possible. The Company were prepared to kerb and concrete the water tables. Ho pointed out that the erection of an up-to-date factory was of distinct value and they should be given every possible assistance. ’I be Company’s expenditure involved £O.OOO. Mr Alaekav supported and mentioned the necessity of making the surroundings presentable. At present they were the opposite. Mr Evans said the Council should oe operate to the host of its financial ability. The premises would be a distinct adjunct to the locality and the Borough should accord the drainage facilities asked for. The Mayor said the Council had agreed to open the road through in Stafford Street.

Mr Jell'ries objected to a special example being made. There were many other places where iniptoveinents were required in the town.

After a further general discussion in which members appeared to bo tuixe as to the actual requirements of the Company and what the Council was prepared to do the matter was referred to the Public Works Committee to report as io cost at next meeting.

Aft Parry expressed his satisfaction at the altitude of the Council as outlined. Front State Advances Ofliee stating the proposed loan of £3,020 had been gazetted, and forwarding a lermal motion covering same over a. period of 36} years with interest ami sinking fund of £31)8 0s 2d per year.- Received and formal motion agreed to on the motion of Air Coulson, seconded by Afr King.

From Receiver of Land Revenue forwarding £IG2 2s Gd IttiKes accrued oil timber royalties.—Received. From W. Robinson, asking for sewage accommodation to enable storm water to be taken ofr section. Welt! Stioot.—Received ; referred to Public Works Committee to attend to. From J. Mclntyre, asking lor annual leave.— Received; referred to Chairman of Cemetery Committee to arrange.

From Same asking for five gas. - Received and request declined. It E PORTS. From Treasurer reporting receipts £:E>B Pis lid; payments £(>fi3 10s (id; credit balance £lO2 lGs.—-Received. From Finance Committee recommending payment of arenunts amounting to £BOI 7s .'id; and Unit a rebate of .">% le allowed on all rates paid williin one month el being struck. Received and adopted. INSPECTORS REPORT. Tlie Inspector's report under the Offensive Trad-s Act was read ami received and a copy oredred to be sent to the several parties affected. ABATTOIRS COMMITTEE. At a meeting of the Abattoir ( ommiitce it was decided to make the billowing iecommoudat ions, viz : - (a) That the drainage and blood sump at the Abattoir be tilled in and a drain constructed to carry oil the water and blood now collected by the sump. (b) Tint the Committee be granted authority to have tin* bricks on the south side of the west wall of the Abattoir re-pointed. (<•) That the matter ot concreting the floors of the sheep pens be held over in the meantime. T have also to report that in view of Mr Connors having agreed to the offer made by the Council in connection with his application for assistance, and signed the conditions of his appointment, it was unnecessary to convene a meeting of the Special Committee appointed to confer with Air Connors. -Received and adopted. ABATTOIR MANAGER. I beg to report that Mr .7. Lock, butcher, Ivanieri. brought a cow and calf to the Abattoir on June 11th.. 1923, the calf was killed on the 14th. June. and the cow left, in the Abattoir paddock until July loth., although. -MiLock was repeatedly asked to remove it. The cow broke down the fence around Mr Connor’s garden taking other cattle

with her resulting in the destruction of the vegetables. I was compelled to employ two men

to repair the fence by putting In two new rails and tightening the wires nil round the section. I have always allowed the cows to be brought with their calves conditionally on their removal as soon as the calves have been slaughtered.

In reference to the above I would ask for direction as to what action 1 .should take.

I have also to ask for instruction in reference to the bringing in of cattle from the Saleyards, 10 cattle were brought in for Ziegler and Co., on the 23rd insL, four were killed on the following day, six being left in the yards until Wednesday morning; also four cattle for Afr bock were brought in with Ziegler and Co’s, cattle and left in until Wednesday morning. The Abattoirs are being used for drafting purposes which causes great inconvenience and unnecessary extra labour for the slaughterman.—Received. Resolved that J. Lock he asked to pay damages incurred and that the .Manager be authorised to take the steps nocessaiy to prevent a recuricnco of the complaint made. -ABATTOIR REPORT.

From J. Jarman (Manager) reporting during July there were examined 3 cows, 2! heifers. 92 bullocks. 293 sheen 27 lambs, (J pigs, 3 calves. Condemned 1 bullock. Fees for month £GS IDs Gd. —Received. OVERSEER’S RE FORT.

I beg to submit the following report of work done for tile month of July: Orr Bros, lorry finished with the Borough grader on the Gtb. of the month, and we were employed several days removing the spoil from .Park, Hampden, Stafford. Sale Streets, and

Gibson’s Quay. Stafford Sire-': from ilevell Street to tile huiiiidary has been cleaned up, holes filled with broken metal and Ijlindeil with pit gravel and gorse cut.

Hampden Sheet, lias also been attended to, boles filled with metal and blinded with gravel and growth cleared to the Boundary Road.

A quantity of beach gravel lias been varied to Fitzhcirhert Street ami it seems an improvement to pit gravel. Oil July the -Itli. the pipe line at McKay’s Creek partly carried away through a slip on the side of the road about 20 feet in length settling down full 2 feet, all the water being lost through the joints opening. We went out. and repaired it turning the wafer on again at 1.30 p.m.

On July 2711 i. Die reservoir was emptied for cleaning, and lengthening th<' inflow pipe, six foot length of pipe was put on so that if a break occurs on the lower portion of the pipe line the reservoir will bold about 1 feet more water than usual when a break occurs between. Kanieri Forks and the reservoir.

During the month the water pipe in Blittan Street has been extended 200 feet towards I’ark Street to connect with ft building in course of erection, two new conneclons to lnildjigs have been made and three faulty ones repaired. and a quantity of leaks in the Town service attended to.

Three stand pipes for lire purposes have been taken out repaired, and replaced. The section in Beach Street has been cleared and is ready for building the workshop. A collapsed culvert in Joliio Street lias been renewed, a pipe drain connection lias been made with a. residence in Hall ’•Street, street cleaning and general maintenance work has also been attended to during the month.—Received. NOTICES OF MOTION. At the request of ilie Mayor owing to tile hour, Mr Evans agreed to postpone his notices of motion till next meeting, subject to the Public Works Committee being authorised to give immediate cll'ect to the construction ol Rolleston Street to connect up with Stafford Street. It was staled that Air Alaclarlane had not completed the plans. Regret was voiced at the < ontinued delay and It will icsolvt'd on the motion t.f Messrs Jeffries and (unison that- the Town Clerk wait on Air Alaclarlane to ascertain definitely if the plans would be made available at once, to enable lenders to be called for next meeting. RAH. WAV SERVICE. All' Coulson moved: ‘‘That the .Member for the District lie asked to wait on the Minister ol Railways in regard to the inadequate and inconvenient train service ill connection with tile .Midland trains, and that a request be made lor a through train from Hokitika ami an accelerated journey as between Greymoutli ant. il.obilika in older to give this district the full benefits of the through traffic. Air Coulson said the matter was ol vital importante. It was a- rellection on the district and the Railway were guilty of a distinct breach ol good faith in the matter. They were worstoff now than hoi ore the tunnel was through.

.Mr King seconded the niotiun. I lie position was very uulair to the town and district. The Railway Department v.eie not giving them any consideration at nil. The motion was agreed to. Ale ffeiur stated that repairs to the South Sj it road would he carried out in the coin of a day or two.
