The "Daily Express’s” Constantinople correspondent reports -Kemal s purl y have already prepared the main outlines of a programme to be submitted to the now Parliament. The Cabinet will l.e selected by a novel method. The Assembly will first elect a Prime Minister. The latter will then submit two names for each portfolio, tfio Assembly choosing between them, or, in the alternative, electing some unnominated member to the office. The duration of parliament will bo fivo years. Hie Budget lor 1924 is already prepared. The expenditure is estimated at. £108,000,000. and the receipts at C 51,000,000. The strength of the army is fixed at 190,000 men, with army corps headquarters in Constantinople. Adrianoplc, and Angora.
