The “Daily Express s'' .Moscow correspondent reports that the United States of Russia was created on Friday. when an Assembly representing the Soviet Republics adopted a. neu constitution, and elected tho first < Government as follows: President, M. Lenin; Commissar of Foreign Affairs, M Teliitclierin ; Commissar of War. M. Trot.skv : Commissar of Foreign Trade, M. Knis-sin; Commissar of Railways, M. Dzerzhinsky; Supreme Economic Council, M. Kykoff and M. SokolnikolT; Labour Commissar, M. Schmidt. Under the now constitution, supreme power is vested in a Federal Executive Committee. There will he two houses, firstly the Council of Union, chosen according to the population of each republic; and secondly, a Council of Nationalities, composed of five members tor each republic, appointed by the resp-eetiw State Executive Committees. The new flag will Irj a crimson ground, with a star in the centre, displaying a globe containing a hammer, a sickle and tho motto; “Workers of the World, Unite.” EPIDEMIC OF MALARIA. LONDON, July 7. Tho “Daily Express” states Russia is in tho grip of a deadly epidemic of malaria. It is officially estimated that there have been 15,000,000 cases this vear, crippling the industries and agriculture.
