CHINESE BANDITS.
AUSTRALIAN AND N.Z. CABLE ASSOCIATION. U.S. TO negotiate directly. WASHINGTON, May 22. There was a lengthy Cabinet discussion on China, and it is understood that tlie United States will negotiate directly with the bandits to obtain the release of the foreign prisoners, if this is necessary to bring about liberation of the captives. The use of American troops in the event of emergency was debated but no decision was reached.
