WESTLAND SUB-UNION. MONDAY, MAY 7. A meeting of the Union was held at 8 p.m. Present -Messrs F. McGregor (President). C. J. P. Sellers, D. R. Dowell. 1.. Aldridge, G. McCulloch, L Dowell, J. Stafford, A. W. Dowell, A. Cutbiish. 11. Lynch, McMnnaway, Breeze, Hownt, Bain, Gilford and Iloenau. The minutes of the previous meeting were read and confirmed. K. Glass was transferred from the Junior to 3rd grade, a. Fellows ana J. Woidlmv.se were reclassified from senior in junior. ■ Stopforlli was transferred from Kiwi- to School. The Union resolved that all members seeking transfers or reclassification must apply according to the rules. From Rev A. (. Rurchas as follows: Dear Sir.— Re my letter of Ist May concerning Kiwis at llari Hari oil Saturday week. I wrote to you because the Kn\i members themselves openly at Hari Hari and in town had spoke of what they had done in the church. Everyone heard of it, including the police, and many of our church people "in so concerned that I was asked to dm" your attention to it. It now appears that all their own statements were untrue: at least f am glad to bear that Rev F. Thorpe had no complaint to make. It would he as well to draw their attention to the danger of fabricating such reports as would bring disgrace upon their Club, and perhaps to remind them that it was unnecessary for them to enter the Church at nil, even to ring the bell. Trusting that this matter is now cleared up. J. Churchou-o ordered oft b.v T. Gillooly, was ordered to come before the Judicial Committee oil Saturday evening at 8 o’clock. Notice of Motion.— that the Judicial Committee verdict be final. Rules rc Newman Shield. — Ihe Com mitten to go into same, D. R. Dowell. 0. McCulloch, and F.. \Y. Keenan, E. Irving to be the Committee. From Mandl and Co., offering silvci cup.—Resolved to forward letter of thanks and ask Mandl and Co. to allot same to he won outright by winner of Junior Competition.
It was resolved that the two junior matches take place at 1.30 at Holcii ika.
All Clubs desiring insurance under old scheme to be allowed to insure, but all moneys to be paid in ndvanee of the Saturday, any team not sending its insurance money by Vi ednosdav to bo refused insurance.

XEWAIAX SHIELD COMPETITIONS. RESULT OF COXFEREXCE. A conference of representatives of the AVest Coast Rugby I'nion. Roller Rugby Union, Hokitika Sub-Union and Jnangnhua Sub-Union was held in llccfton on Friday -Ith. Afa.y. 1923. Tltere were present:—Ale.ssrs J. F. M ilson (V.C.R.U.), F. Roche (Bullor ■Rugbv-lTnion). J. E. Laing (Hokitika Sub-Union), and T. Irving (Inangahua Sub-Union). After a- lengthy discussion it was decided that owing to the scattered nature of the district o'er which the suggested competition for the Newman Shield is to he played it would be advisible to play two competitions for the 1923 season, to allow the various Unions interested to satisfactorily determine which will lie the better permanent competition for the Newman Shield. The two competitions for 1923 shall be for secondary and primary schools respectively, and at the end of the season Hie Unions interested shall permanently allocate the Xewnian Shield to one or other of the two competitions. A shield to be subscribed for by the various Unions and Sub-Unions interested shall bo allocated to the competition other than the one to which the Newman Shield is allocated. These two competitions shall be set up permanently between the two Divisions in the Secondary and I rimary Schools respectively,
It was decided that the Shield be insured in the names of the four Unions, and that the premium lie paid proportionally. The amount of insurance was fixed a t £SO. In connection with the two competitions the following rules were drawn up. PRIMARY SCHOOLS COMPETITION 1. —That for the purpose of this competition the Buller-West Const Rugby Union Districts he divided into two Divisions to be called the Northern and Southern Divisions. 2. —That the Northern Division consist of the districts under the jurisdiction of the West Coast Rugby Union and the fnangaliua Sub-Union. 3. —-Tluit the Southern Division consist of the districts under the jurisdiction of the West Const Rugby Union and the Hokitika Sub-Union.
4. —That a competition he instituted in each division, the winner of the competition in the Northern and Southern Divisions to meet to determine the holder of the (Shield) for the year. 5. —For the purposes of this competition any two schools of less than 100 of an average attendance in the immediate vicinity of each will he allowed to combine to form one team ; whore the average attendance is less than 50 three schools in the immediate vicinity ot one another shall he allowed to combine to form one team.
G.—The governing bodies in each division shall determine the nature of its competition for the purpose of finding the best primary team ill the division.
7. —The winning team in each division shall meet in a final match to determine the champion team. 8. —ln the event of each team in the final game having scored the same number of points at the final whistle, the game shall he continued until the first force' down, the team compelling the other team to force down to he deemed the winners. If the game is continued after the final whistle the trains shall immediately change ends. 9. —The games shall he played in two spells of thirty minutes each with a five minute interval for half time.
19.—N0 hoy who weighs inure than eight stone in football costume without hoots shall take part in any match in connection with this competition. The onus for seeing that any hoy does mot exceed the weight limit shall lie with the opposing side. No protest oil account of exceeding the weight shall he allowed after any game is played, but should there bo any question raised before the game as to any boy’s weight and no scales are available to Weigh the said hoy before the game, he shall be weighed after the match is played and should be he found overweight. the side playing him shall forfeit the match.
11.—Every hoy talcing part in these games shall he a lionn fide pupil of the school for which be is playing for at least a month prior to taking part in any game.
■Should any boy he guilty of any misdemeanour for which the referee orders him off the field, he shall not he- allowed to take part in any other match in connection with this competition lor the remainder of the season. 13. That where a charge is made or a collection taken up. 75 per cent, of the nett amount shall be devoted towards defraying the expenses of the visiting team.
14.—That all disputes concerning these rules shall he referred to a judicial committee consisting of the I’resicieiits of the Duller and the Most Coast. Unions and a third member In be selected by the Presidents of the said Unions, the cleei-iin of the said judicial committee shall be final. lA.—The referees tor matchos m connection with this competition shall he appointed by the governing body of the district in which the match is played.
“Governing body’’ shall mean the Union c.r Sub-Uni *u as the case may be. IG. For the 1923 competition the winner of the Southern Division shall travel to the Northern Division. and I'm- the 1924 competition the winners of the Northern Ditision shall travel to the Southern Died ion and thence forward alternately. 17.—A1l final games shall he played in either Greymouth, Hokitika. Reelton or Westport. |P. The Primary Departments nl District High Schools shall he eligible for this Competition. 19. — 111 all matches played in this competition, a No -I football shall be used. SECONDARY SCHOOLS COMPETITION.
