GERMANS REFUSE TO CONFER. BERLIN, March 5 The Reparations Commission has invited the Government to send delegates to discuss the export of nitrogen to France, Belgium and Italy. The German Government has replied refus- . ing any dealings with the French or Belgian delegates during the Ruhr invasion. Negotiations with Italy are already in progress.
