Imi’kiuai. Unity. Canada and South Africa are perhaps laying undue emphasis upon thcii rights as full partners in the Empire, and talcing insufficient account of the necessity of enabling the Empire to speak with a single voice in foreign ;ilf'airs. It should lie remembered, houever, that even in this country there is a strong and growing demand for an effective voice in the determination of Imperial foreign policy.—The “Dominion.”
