LON DON, Feh. 21 Ue Valera has issued a proclamation and ordered the rigid boycott of cor. tain classes of British goods,, on the ground that the war is still pursued by Britain, through her creatures and agents. The proclamation also forbids dealings with persons whose names appear on the black list, to be published.
