POSTAL REDUCTIONS. WELLINGTON, Feb. 10. There is some confusion in the public mind as to tbc effect of the recent postal reductions. One point on which there has been enquiries is the outward postage from Now Zealand. 'This, in conformity with the inland reduction is now ltd but the rate for all late letters remains at 2d.
