To the League of Nations overtures requesting representation at the PanAmerican Congress in Chile, in -March the Secretary of State (Mr Hughes), lias replied that, as the conference will deal exclusively with American matters, he sees no occasion for the representation of the League.

February 7. > In his address to a joint session of Congress, President Harding urged tho passage of the Ship Subsidy Bill, declaring that Congress had time to dispose of both it and the debts, even allowing for much debate. He said both measures were inseparably related to the country’s good fortunes at home and its high places in the world-.^, DEBT BILL IN THE SENATE. WASHINGTON. February 7. Senator Smoot introduced a Bill in the Senate for carrying out the terms of the debt settlement as submitted by President Harding. The Bill also authorises a settlement with other countries on the same basis, subject to the President’s approval.
