FRIDAY, DEC. 15th. The Council met at 7.45 p.ln. Present :—Messrs H. M. Coulson, (Deputy Mayor in tho chair), J. Lloyd, F. McGregor ,A. Parkhill, G. H. Blank, J. King, R. F. Perham and A. G. Pilkington. Apologies for absence were made for tho Mayor and Air Wood. The minutes were 'confirmed and outward correspondence approved. • INWARD CORRESPONDENCE. From "Mrs Ralston and .Mr Bunker, acknowledgments of motions of sym-pathy.-—Received. From Fox Film Corporation asking for particulars of pictures shown.— Received* to l>o replied to. From Department of Labor asking Council to fix the weekly half holiday for the year.—Received. This means, stated the Chairman that Wednesday would be continued as the ! alf holiday. From Westland County Council asking Council to further leconsxler the request to fence the ap pro: i cues to Mahinapua Creek bridge.—Received. Mr Lloyd moved that no. action he taken. Seconded by Mr Parkin'] and carried. From Department of Health, asking tlita necessary conv.i.iieiKfs he arranged for prior to issuing licenses to public places of amusement.—Received; to lie. notified to owners affected. From F. W< Fane, applying for water connection to reside ice.—l'e ceivcd; already attended to" From Borough of Northeote asking particulars of woodpipes.—Received; Town Clerk to reply. From Department of Health notifying a conference of health inspectors in February in Palmerston North.— Received. From Westland sub-union enclosing £3 9s, percentage on gates.—Received. REPORTS. From Treasurer reporting receipts £3OB 11s Id, payments £389 10s Id, debit balance £204 14s Id.—Received. Accounts amounting to £560 14s lid were passed for payment. From Manager of Abattoirs (Air J. Jarman) reporting for month of November there wore examined 14 cows, 12 heifers. 70 bullocks, 306 sheep, 21 lambs. 14 pigs, 5 calves. Condemned. I cow, 2 bullocks, 1 pig. Fees for period £7s.—Received. INSPECTOR’S REPORT. WATER. SUPPLY. I have to report as follows:—At six o’clock on the morning of Sunday 3rd. on inspecting the reservoir, T found that the supply bad ceased, indicating a complete break between the reservoir and the lake. < There was about 23,000 gallons of water showing at the time. I immediately proceeded to the Overseers (0.30 a.m.) and arranged for an inspection of the line. Tho Overseer, Air- Cuthush and myself proceeded h.v ear and the line was inspected from the reservoir to Stonev Crick. On proceeding further we found the break to he on the hill near MeKav’s Creek.
Two lengths of pipes had been washed down to the river bed below the line ayd were covered with a considerable quantity of debris. These were recovered and round tr ho iu good order and were replaced, only one new elo'lar being required. By 2.30 p.ni. the water was turned on ito the seirvice. The above trouble was caused no doubt, through the heavy lorry traffic, this being directly over the lino of pipes ill this place. A leak was no doubt caused, which increased to such an extent that it washed the foundation away and caused the pipes to carry away. After returning to town at 5 p.ni. 1 inspected the various plugs and valves which leak under such circumstances ami attended to same. lit connection with the above., I would like to mention the fact that although the reservoir became practically empty and tho consumers waiting to usd tlio water as it came oil. wo were able to supply them, and the supply in the reservoir has steadily increased and to-day stands at 7ft. or about 107.G00 gallons.—Received. Mr Lloyd moved each of the three employees he paid L'l for ihe day's services. Seconded by Air King and carried. Air I’ilkington started a discussion by complaining of the dumping of street cleanings on the beach, which he hel l would l*o better if spread in some of the hollows along Weld St. Air Perham said that rcierenee had been made to a few holes, but the streets of the town were tell of boles, mentioning Sowell Street, upper Fitz.liorhert and Stafford Streets as .u urgent need of attention. He said they were in a deplorable state, ami should hi 1 attended to at once. He thought, tho most important workshould get preference. Air Lloyd said they had tried to get the County lorry, hut the weather was against them, lie was doing his utmost to get tho work lone. Air Pilkington said it brought back the proposal to got a horse ■■ml dm’ :l their own. The condition of the toad at present was a standing di-grace. Mr .McGregor s aid it behoved ad councillors to urge on the carrying ol the proposed lean. Afr Perham reported on behalf of the Reserves Committee that they -cit'd Cass Square the previous evening bur, the cricket club representatives did not attend. The Beautifying Society waited on the Committee and after discussion it, was resolved to recommend the supply of 400yds of screened pit gravel. Tho Society promised to do the grading and love lling. lie moved that tenders he invited for 400yds ol graved. Seconded by Air Coulson, who expressed appreciation of the splendid work of the Remit ifving Society. I’he motion was agreed to. A desultory discussion ! .ok rfiiee on stret t matters generally. The Chairman referred to the past year and the prospects of the coming 'war and conveyed groutings for the festive season to the Councillors. The Council then rose.
