He 1 had endeavoured to make the task as ' easy as possible for the hoards, and for that purpose a set of questions had been prepared, to which they were expected to furnish answers. The Go- ’- vernment had nothing to hide, and he >■ hoped the hoards would sot about their task in a thoroughly impartial manner ‘ and bring hack to the Government such . information as would enable it to decide what was the proper course to pursue.
